At the time of writing (24 October 2025), this information is current. QCTO’s database is updating, and the situation may change within hours.
It’s finally happening! As of 24 October 2025 11am, the first of the long-awaited OHS Skills Programs has officially gone live on the QCTO system.
SP-250603 Operational Occupational Health and Safety Risk Assessor is now active meaning training providers can apply for accreditation against this program right now (although you may need to buy or develop learning material first).
This is the first in the cluster of new OHS Skills Programs that QCTO approved earlier this year. Because these programs were developed and processed together, it’s highly likely that the remaining OHS programs will follow within hours or days (not weeks or months)

This activation marks the beginning of a major rollout for OHS training providers. It confirms that the programs are now entering the live phase of QCTO’s database integration, the exact step we’ve all been waiting for since SP numbers were assigned on 10 October and since drafts were available in August 2024!
What This Means for Providers
Applications can now be submitted for SP-250603 through the QCTO eForm. Other to follow…
Other OHS programs (such as the Compliance Ensurer and OHS Representative programs) are expected to appear shortly.
QCTO’s “Skills Programmes” page will reflect each new listing as they activate.
This is the first clear sign that QCTO’s OHS cluster is going live and the momentum suggests the rest will not be far behind.
Providers who have been preparing their documentation, QMS, and facilities can start positioning themselves now.
Stay ready, keep checking the QCTO website under Skills Programmes, and expect more of these programs to light up any day now.
This is the turning point OHS training providers have been waiting for.
