QCTO Venue Limitation: Two SDPs Per Training Site?

When moving from the old SETA system to the QCTO model, one of the most common questions is whether facilitators, assessors and moderators still need to be registered as they were with the SETAs. The short answer is NO. The QCTO does not register individual practitioners in the same way.
In the SETA model, assessors and moderators had to be formally registered against the unit standards or qualifications they were qualified to assess or moderate. This created long queues, delays, and sometimes limited who could be used on a project.
With the QCTO, the process is different:
Facilitators, assessors and moderators are not separately registered by QCTO.
Instead, the Skills Development Provider (SDP) includes their details in the accreditation application.
The QCTO looks at whether these practitioners are suitably qualified, experienced, and hold the right credentials.
Once approved, the provider is responsible for managing and allocating practitioners to their programmes.
What This Means for Training Providers There’s no waiting period for external “registrations” like in the SETA days.
You can engage qualified practitioners directly, provided their qualifications align with your scope.
The responsibility for ensuring competence now rests with the accredited provider not a separate SETA database.
Under the QCTO system, you do not need to register separately as a facilitator, assessor, or moderator. Instead, your role is recognised through the accredited provider’s application and quality management system.
This simplifies the process, reduces red tape, and gives providers more flexibility in building strong training teams.
