What percentage of QCTO skills program assessments must be moderated?

Updated: QCTO policy on moderation of FISAs. QCTO were previously not prescriptive, but now seem to be, as a result this article has been updated November 2025.

Their policy is not clear in their presentations or policy when it comes to FISA, but MS Maake at the stakeholder engagement gave these figures below. These are the EISA figures that are benig applied to FISA now, which was not previously done. 

This is what QCTO currently requires for both FISA and EISA:

• For a cohort of 10 or less, 100% moderation
• For a cohort of 50 or less 50% moderation
• For a cohort larger than 50 learners, 10% moderation

This is as per section 5.6.5(c) in the QCTO assessment policy 2022
